Developmental Disabilities Waiver (DD Waiver)
The Developmental Disability Waiver Program (DD
Waiver) is a Medicaid funded program, administrated
by the Department of Health Developmental
Disabilities Supports Division (DDSD). The
Developmental Disabilities Eligibility criteria are based
on determination of four (4) areas of diagnosis/need:
1. Medical diagnosis
2. Condition which results in a combination of
mental and physical disorder
3. Level of care normally provided by an inter-
mediate Care Facility
4. Meet financial criteria
Each individual who qualifies for the DD Waiver
program will develop an Individual Service Plan (ISP)
with the support of a team that is usually made up of
family, friends, and support staff.
The DD Waiver offers the following services for those
individuals that qualify:
Case Management: coordinates, facilitates and monitors services provided by DD Waiver service
providers.
Residential Services:
A. In Home: (1) Personal Support-paid care givers (not family) come to the home to assist with
caring for the person-by doing their laundry, assisting with bathing, preparing meals, etc.
(2) Respite-paid caregivers (not family) either come to the house or take the person out and
provide the family a break from providing care.
B. Family Living Services: DD Waiver pays a family member to provide services in a family
setting, working on specific goals as identified in service plan (lots of paperwork, but
reimbursement is around $2,000 per month).
C. In the Community: (1) Assisted Living-staff come to help at the person's home on a regularly
scheduled basis to provide some support with daily living skills (laundry, shopping, money
management). (2) Supported living-the individual usually lives with 1-2 other people in a "group
home". Staff are present around the clock and provide maximum support. Transportation,
nursing, and nutrition are all included in this service.
Therapies: may be obtained from approved providers at the request of the team (providers,
family, individual, case manager, etc.) Therapies include:
(1) Speech- to assist with verbal and non-verbal communication, obtaining communication
devices, environmental controls, and assisting with safe meal times. (2) Occupational- to work on
sensory issue, small motor issues, and activities of daily living. (3) Physical-to work on large
motor issues, assist with obtaining and monitoring the need for equipment like wheelchairs,
shower chairs, and other large pieces of equipment. (4) Behavior-to address self harming, self
esteem, and maladaptive behaviors.
Vocational Services: (1) Day Hahabilitation Services-provide access to the community,
opportunities to socialize, build skills, work on crafts, etc. (2) Individual Supported
Employment-staff assist with locating,securing and maintaining employment for even the most
severely disabled and can do up to 90% of the work to support the individual. (3) Group
Supported Employment- the individual works in a workshop environment completing jobs as
contracted. (4) Community Access-the agency takes the individual out into the community to
access activities and supports of individual interest. (5) Non-medical transportation-DD Waiver
approved agencies provide transportation (non-medical) for the individual in the community. (6)
goods &services, (7) Nutritional, (8) supplemental dental care.
Private Duty Nursing for Adults: provides RN and LPN services under a written physician's order
Environmental Modifications: each individual on the waiver is allowed $7,500 for a five (5) year
period to modify their home to make it more accessible for them, (may include modifying
bathrooms, widening hallways, doorways, etc).
The DD Waiver program has a 4 to 7 year waiting list; however, other services are available
through State General Funds for people waiting to be allocated to the waiver program. For

Individuals interested in receiving DD Waiver services should apply by submitting and
application at the local Income Support Department (ISD) in the county of residence.
